Is there any way to change the order of the Fields in the "Raise a Request" option?

Specifically talking about the Help Center here. I know I can change the order that the Screen Schemes show up, but I am unsure how to change the order on this screen.

Yes, it is possible. Go to project settings > request types and select the type you want to change. Under the request form you can change the order, and add/remove fields. See this KB for more information.
