Issue view field layouts reset when changing issue type

I have tweeted the field layout for each of my request types and everything is working as expected when a ticket is created via the portal. 

However, after I change the ticket type as an agent, the field layout resets itself and shows every field available for that request type instead of the ones I selected. 

I can't work out why this is happening and cannot find any documentations to fix it. Anyone else encountered this problem and know how to resolve it?

Yes, if you have different screens for the issue types, the issue layout will change for the new screen/issue type.
