Issue with passing JIRA customers credentials to JIRA SERVICE DESK portal with SWA protocol

We have an issue when portal only customers are not able to sign into the portal from SSO Provider Okta through SWA protocol.

Is this an expected behavior of JIRA portal for the customers in JIRA only?

There is no issue with with passing the credentials from Okta SSO to the same link , if the user is defined as the full user in JIRA (not customer).
