Issues newly created are stuck in the current status, they give an error saying "you do not have permission to transition this issue" though we are trying it with the global admin.
If we change the workflow that the issue type is assigned to it works for currently created issues but again will not work for new tickets. Each time we switch back and forth workflows the current issues work to transition them but not new ones.
I verified the workflow is not having dead ends and even added a test status that the issue could be moved to from anywhere and still the same thing.
We are currently on JSM v5.4.11 and Jira software 9.4.11.

HI @Abigail Adewoyin , I actually came across doing that workaround but each new ticket requires then for the workflow to be changed. That page did lead me to using the database integrity checker which found the following for each of the issues that cant be transitioned:
"The workflow entry with id 103165 has an incorrect state. (JRA-4241)"
The fix through the checker does clear up the issue being able to be transitioned but each new issue then is stuck in the same state.

Check the Permission Scheme to see who has the Transition Issues permissions.
Also check to see if there are any validators on the transition.

I checked both in the permission scheme and did the permission helper and both show the admin account has permission as well as the user that isn't able to. Not seeing any of the transitions having any validators either.

Checked all the transitions from the current step to the next one and none of them have any conditions set.
