According to that you should still be able to upgrade/downgrade your user tier up until Feb 2022 so theoretically sure you can do it.
However, as you are using Server, a 15 user tier does not exist for JSD/JSM. If I'm not mistaken the tiers for JSD would be
10 - 25 - 50 - 100 - 250 ...
So if you wish to upgrade your tier you'll have to upgrade to a minimum of 25 users. (for Datacenter this is even 50).
If you want this I'd suggest reaching out to Atlassian for a new license (probably through http://my.atlassian.com) and handle your licenses.
Keep in mind tho that an upgrade of your user tier also impacts your app licenses.
Just for a point of clarification here, Starter (10 user) licenses are unique in that moving from a Starter license (in which the $10 fee is paid to charity) to a 25-user or higher license is considered a new sale instead of a tier change. From the server end of life FAQ:
Last date to upgrade: Moving from a Starter to a full license is considered a new sale, which means that as of February 2, 2021 PT (the end of new license sales), you won’t be able to upgrade your Server Starter license to a full license. After that point, upgrading will only be available by moving to either cloud or Data Center.

Thanks for the clarification. Would be great if this could be featured more prominently on the timeline too. I feel some of these consist of several nuances that consist of exceptions.
But as @Daniel Eads mentions, @Tony Montana you will not be able to move to a higher tier from a 10 tier license as it will be considered a new sale which ended 3 months a go.
If it is such a small team (considering what others there are out there) you could always look in to moving to Cloud..
