We currently are running Jira 6.4# Server and are considering purchasing Jira Service Desk. Is upgrading our Jira core a requirement for installing Jira Service Desk? I've seen mixed information on the topic. Clearly being on the latest version of Jira is preferable, but if we are not in a position to upgrade our core Jira instance, could we still use Jira Service Desk?

as per this page it looks like you need at least Jira 7.0 to get Service desk to work. This ticket confirms that installing Service Desk with a 6.4.x instance will show the plugin as "incompatible".
I would definitely recommend upgrading your Jira instance anyway, since your version is not supported by Atlassian since March 2017 !
Otherwise, you could simply install Jira Service Desk on another server, depending on your needs.
