I have two jira service desk projects.
In both projects I am not a jira service desk agent, but I have added permission to the different permissions to create, edit and link issues.
With this permissions I am still not able to edit or create a linked issue in the other project.
Does it require me to be a jira service desk agent in order to do this ?

To create linked issues, you need to have the permissions you mentioned, but also the Browse projects permission on both projects.
