Jira Service Management View Issues

i have a JSM and want to give jira internal users access to browse issues but not be able to transition issues. Is this possible in JSM? i tested this with an account but all they can see is the total amount of issues in the project not any of the issues.

Do you have only JSM or do you also have Jira?

If you have Jira also, users who have a Jira license but not a JSM license can be made Collaborators and will have limited permissions in the JSM project. Refer to
