Jira un-assigns the ticket when moved from "Review" to "In progress, any automation rule I can create to stop this
I am not aware Jira undoing assignment unless there is a post function associated with the work-flow in question.. Can you please check out the workflow configuration?

@Candy Tricia Khohliwe In addition to what @Ajay _view26_ said I would also suggest that you look at your automations as well. The project automation or Issue Workflow would really be the most likely culprits.
