Can we expose knowledge base to clients' users ( external users)?
Once you've linked the Knowledge Base to a Space (Project Settings / Knowledge Base) it is viewable to External and Internal Customers. I make some articles internal only by controlling access on the u can control what articles are internal/external by the security settings on the page.
Thank you Dan, does external customer ( user) need to have a JIRA access/ account to access the articles set up as external by the security settings?

As long as they are a customer, they should be able to see external articles.

Anyone who is a customer on your portal can access the KB articles of your linked Confluence Space.
