Limit the transit to a certain status if there are already tasks that are in this status

How do you think, is it possible to somehow limit the transite to a certain status if there are already tasks that are in this status in the queue? Maybe JQL limitation in validator?

Yes, I think you can use validator/condition based on JQL (e.g. Script runner, JMWE, JSU).
