Link Alert to a Change Ticket

Is there anyway to link an alert to a change ticket? When I search for the key when I go to link it does not display change keys (ticket #).

A few questions:

Are the issues in the same project? 
If not, I presume you have access to both? 

Are there any Issue Security Schemes attached to this/those projects? 

Can you add a screenshot of where you are doing this action?
