There is not a delivered JQL function that would allow you to get this information. I know that the app ScriptRunner provides the CommentOn function but even that is nto really going to get everything you want. I would suggest looking at the app EasyBI to create a report with the information you are interested in. I also believe that you might be able to get a list using the API if you want to create your own REST API call.
If you look into issue's "Comments" section in the issue (via the project UI) or simply visit the issue (via the portal), you will be able to see who have commented (public/shared externally) on the issues.
I am not aware of any other ways to obtain a list of commenters (unless you have develop a custom program via REST APIs).
