Mentioned user doesn't get a notification in JSM issue

A user within our JSM (4.15.1 / 8.15.1) is customer in the project but agent as well.

This user can be "browsed" (by another user) and mentioned in a comment, but doesn't receive a notification per email.

There is a Security level set, whit this user in it as well. The user may browse in this JSM project.

I've tested if the user receives email from this system, and that works fine (tested by being part of an event in the notification scheme)

Why is this person not getting notified with mentions in comments?
