I am looking for a way, possibly with third a marketplace app, to merge all PDFs on a single JIRA issue into 1 PDF.
This could be while still on JIRA, or it could be as part of an export process
Any ideas?

Sorry no, there was a marketplace app that was looking at introducing that feature, but there was no budget on this end to pursue it.
