% Met Time to First Response Report

I set up a report to pull the % Met Time to First Response for a single representative. Over a 7 day period of time, the data points are one 100% and 6 0%s, yet the report's summary metric up top shows 50%. I'm not sure how or where it's calculating that 50% from, as it should be 100% based on the lower data points. 

Please advise.
