Which are the the minimal permission (only access to to jira service management)?
Are these six ones?
Browse Projects: This permission allows users to view and access the project's details, requests, and knowledge base articles. Users with this permission can see the project and its content.
Create Requests: Users need this permission to create new service requests or issues within the project.
Comment on Requests: This permission enables users to add comments to existing requests. It's useful for collaboration and communication between customers and support agents.
View Request Comments: With this permission, users can see comments on requests. This can be useful for both customers and agents to stay informed about the progress of a request.
View Request Details: Users with this permission can see the details of individual requests, including their status, description, and any attached files.
View Knowledge Base: If your project includes a knowledge base, this permission allows users to access and search for knowledge base articles.

Customer access to Jira Service Management projects is not managed with the Permissions Scheme. Customers access JSM projects through the Customer Service Portal.
You need to instead look at the Customer Access Settings for the JSM product and the specific JSM project.

What are you trying to do / what problems are you encountering?
Assuming that you only want your customers to have access to the Customer Service Portal, Jira Service Management projects already come configured with the correct permissions when created.
After that the only thing you have to do is add your customers, or allow them to sign up themselves. If your customers are internal (from your own company) and already use Jira, you can add them to the "Service Desk Customers" role on the People page of your project.

Do you need to minimal permissions for a "Customer", or an "Agent".
And what exactly do you mean with "Minimal" permissions. I guess the actual minimum would be the "Browse projects", but that's not really usefull i guess.
