Missing AD synced accounts in customer list for classic project

We've created a classic project to use for importing FreshService tickets.

In our Next-Gen projects, all of our AD synched users appear as customers with the proper permission settings (17 pages worth).

Configuring the classic project with the same permissions, only 2 pages of accounts in customers appears.
