I have a Jira Service Management cloud queue in my "All Tickets" group of Queues. But I only want it in my "Incidents" group of Queues. I know how to clone a queue into another group... but then I also have to delete it in the original group. Is there just a way to MOVE it to another group without cloning and deleting?

I don't believe that there is a direct way to move a queue from one group to another. You'll need to clone the queue to the target group and delete the queue from the original group to accomplish that.

I am not sure what you understand by a group. In standard JSM there's a Team priority group and everything else, but that does not really seem to match with your question.
In standard JSM you can drag queues into a different place on your screen. That way you can simply reorder your queues. In addition, through the Manage Queues option, you can switch queues between the two aforementioned groups.
If you really have custom groups in your JSM project, you may be using a marketplace app like queues for Jira Service Management. If you do have that app, it seems like there's a toggle option to activate drag and drop reordering of your queues:

Oh, sorry. Reading through your question again, I see I got confused from your reference to service requests. You are referring to the service categories in an ITSM project.
In that case, @Bryce Lord is right. You can clone and then indeed remove the queue you no longer need, but not move it in a single action.
