Multiple organizations?

My company has two different groups with wildly different needs: consulting -- fast growing, simple processes, limited add-ons and development -- stable size, complex processes that include a few add-ons.  Using a common Jira organization, we keep running into each other in many ways.

What is the best way to create a new organization for the same company? Does it need an alternate domain?
