Need help creating a report!

I am trying to create a report that gives me the following information:

Ticket location is Woodinville

Ticket Summary does not contain Employee Termination or Employee Onboarding 

I thought it would be something like "Ticket Location" ~ Woodinville and Summary ~! "Employee onboarding" and Summary ~! "Employee Termination"

I'm fairly new to report creation - I can do basics, but this one is baffling me.
