I am able to attach images and media files to a Jira issue, but if I am unable to re-use the same files in a comment.

In Jira Server, the following commands are used:
[^document-file-name.ext|Document Name] - Inserts an attachment link
!image-name.png|Image Name! - Inserts an image thumbnail

When I write a comment I am able to click the Files & images button to upload or access cloud storage to insert an image, but not the files attached to the issue.

These do not exist in Jira Cloud, so what are the equivalent?

Hello Jason,

Thank you for reaching out to Atlassian Community!

On the new issue view/next-gen projects, when we click to add a file it will show all recent files that we used and not only the files from that specific ticket.

The command for Server is for wiki markup editor that is the same editor of the old issue view for Classic projects. The editor for next-gen is markdown, that's why the command doesn't work.
