Ho can I create a Global Template under the Notification Assistant part so that it sends this template incuding the Ticket attachment as a notification email.

I don't know the app, but the documentation states how to setup a global template.
A global template can only be made by a user with Jira Administrator privileges
I suggest to review this and make a template in your instance.
