Prevent users from changing assignee after it's set

The problem is that we have multiple agents pulling issues from the same queue. When 2 users open an issue at roughly the same time and assign it to themselves (without refreshing the issue page after opening it) we often have a situation where the 2 users are working on the issue (editing, changing status, commenting, etc.) without recognizing the other user also working on it. As a result we get multiple user-facing comments from different users.

So is there a way to prevent users from changing the assignee after it has already been set?
