The value of the priority field is set automatically when a ticket is created. There are four values in the priority field and when I go to change the value no other option appears to change the value. This is the priority field that is created by Jira. Why are the other values not appearing in the ticket detailed view

I attached two screenshots which show that I have 4 different options and as you can see that no options appear in the detailed ticket view.
