Provision Group access to Administration Groups via JSM Request.

I have been trying to find a way to provision access to groups via JSM request. So if specific values in the request are met and an approval has been excepted that it would auto provision group access for Jira& Confluence groups. 

Trying to do this in away we don't need to use script runner or powerscripts as I don't have those tools in this environment.

Has anyone done this via webhook or api automation?
