Question about Portal and Atlassian Accounts when using email to look up an account

Hi team,

I've got an automation that takes an email account from a short text field and attempts to add the user account associated with that email to a user-lookup field which is later referenced in an approval flow.

If an Atlassian account doesn't exist, then a Customer account is created for that email address before it is added to the approver field.  

What I'm finding is that if a Portal account exists in "invited" state AND an Atlassian account exists, then Jira will add the Portal Account but not the Atlassian Account. 

How can I force Jira to add the Atlassian Account instead of the Portal Account, when both exist for a given email address?
