Is it possible to show the "Raise this request on behalf of" field in the helpdesk portal? This field is only shown to the one who has "Service Desk Team" access.
Unfortunately, you do have to have Service Desk Team access, as you say.
The reason being, that users that don't have a Jira license (only portal access), would be able to scan through your user base via that field - there's security implications there.
This may not help, but you could explore using Organizations, so that tickets can be shared with other users of the respective Organization?
