as a JIRA Admin you should be able to perform an instance reindexing
as a Project Admin you should be able to perform a project reindexing

By re-indexing the project, will it change the whole project or just the issue?

If forcing a re-index (which you can do for a single issue, without admin rights, by simply commenting or editing it - put an extra . in the description or something) does not work, then you will need to debug it yourself:

basically its a filter, which shows all those tickets from thousands of issued tickets, for particular Query.
The ticket has all those tags necessary as others do, but the filter is not showing some tickets.

Like told Fabio - try to re-index your issue. To do it just add a comment there (current issue will be reindexed).
Can you show screens with your board's filter and screen with your issue?

yes, you can add comment /change status / edit field - after that issue will be re-indexed.
So, if you can't see it on your board - problem with your filter.
To configure it we should see filter-query and screen of issue.
Idea B - Do you use Kanban board? Have you configured there sub-filter?
