Since migrating our existing tickets to a different ticket type and workflow, only the original raiser of the ticket can comment on tickets and trigger movement of the ticket. This should not be the case. Any user within our organization, who reviews and can access tickets, should be able to comment and trigger action on any of our organization’s tickets.
Currently, tickets remain in the same state until only the person who raised the ticket comments.
Ideas?

=> Kindly check the Permission scheme in the project and give the appropriate permissions for Browse project, Transition Issue, Add comments and whatever you want to give access to the Users.
=> Before that check the Users you want to access tickets have project permission.
