Once someone assigned to this status, it should automatically change to 'IT Waiting' To open and should not be revertible.

Yes this quite straight forward. You'll make an automation that triggers on the "Issue Assigned" trigger. Then, put a simple If Issue Field Condition component saying "Status" = "IT Waiting", and then put a "Transition Issue" component that transitions to "Open".
To make this non-revertible, you will have to go to the workflow for the project you are working in and eliminate any transition from "IT Waiting" to "Open". It will not be the Automation that does this.
