When i trie to change the "assignee" with the same permessions than me i cant...
Unable to update the "assignee" field of GEN-30. User '60338d168ff0980071xxxx' cannot be assigned to tickets.
This persona has excly the same permessions..... how can i fix?

Please can you check the person you are trying to assign has an agent license in admin.atlassian.com? It sounds like they are enabled in the project, in the People and access section, but if they aren't an agent in the instance, they can't work as one / be assigned tickets in the project.

Even if the user has the same permissions as you, they also need to meet specific conditions to be assignable to issues.
Here’s what to check:
Project permissions
Go to Project settings → Permissions
Check the “Assignable User” permission. The user must be part of the group/role listed there.
(Note: being in the “Assign Issues” permission is not enough.)
User status
Ensure the user is active and has the proper product access (Jira Software or JSM depending on the project type).
Issue security schemes
If your project uses issue security levels, the user must be included in the security level of that issue to see or be assigned.
If all of the above is correct and it still fails, try using the Permission Helper (found in project settings) to test that specific user against the issue.
