Several of our users arent able to create a service ticket, could the support team please advise whats the next possible solution? thanks.

Please check if Customer is added in the project as "Customer role". Also, you may check
Create Issues: Customers must have permission to create issues in the Service Desk project(s) in which they want to create a ticket.
Comment on Issues: Customers must have permission to comment on issues to be able to provide additional information or updates on their ticket.
Attach Files: Customers may need permission to attach files to their ticket if they need to provide additional information or evidence related to their issue.

What are their permissions? What are the symptoms of "can not create" (what's stopping them?)

Could you please check if they have added as Customer in particular service desk project?

to our service portal here Support Center - Jira Service Management (atlassian.net)
