The service owner approval button does not appear in the requests opened by the users.
When users list the requests waiting for approval in the portal, the requests with different statuses are listed.
I think these two problems are related. Is there anyone else experiencing similar problems?
1.You can see other tickets because their Resolution was not set so Jira consider them opened.
2. Also check the Security Level on the issue and make sure that the owner are part of the Security level else they cannot view the ticket and approve it.

You can open a test ticket and try to replicate yourself the issue.
When you are going to the portal and you avatar from top right you have two section: Requests and Approvals.
You should select Approvals and the ticket shoul be there.
If your Owners are selecting Requests and have multimple statuses selected in the dropdown this may cause the problem.

Unfortunately, the steps you mentioned are not a solution. This is a problem that other companies have encountered. They have opened a bug ticket about this.
