I am wondering if there is capability to have text prompts within 'Description' field to ensure the correct information is requested at ticket submissions.
Can I have this text within the field, or would these need to be custom fields to prompt for this information.
As an example, can the 'Description' field contain the following prompts within the field itself:
Anticipated CERT deploy date:
Anticipated PROD deploy date:
The idea is that when a customer is submitted a ticket they can provide those details from the start.

If I understood your ask correct that you are asking to have your date(s) prompt to be setup as a template within JSM request's Description field. If so, yes you can setup the default Description template using ScriptRunner for Jira's Behavior functionality - https://marketplace.atlassian.com/apps/6820/scriptrunner-for-jira?hosting=cloud&tab=overview

However, there is no way to enforce that customers always provide the answer to your date(s) question.
If you don't want to go the above route, then you have the following options to consider -
1) Create custom fields for your date(s) ask and expose those fields to your request type screen and your JSM project in question. This will be separate fields that customer will fill out.
2) Add help-text to your Description field to remind your customer to enter the needed date(s) information. The help-text will be displayed under the Description field box in your request form.

Another solution might be to use ProForma Forms for Jira or the free Lite version. With ProForma you can build a form with multiple validation rules and dynamic logic to ensure that you get the information your teams need. You can also use it to create issues in Software and Core projects with the ‘Issue Forms’ feature.
The one thing ProForma can’t do is dump multiple form fields back into the description; however, you might find this isn’t necessary once you have the form attached to the issue.

I can confirm that unfortunately that it is not possible to create template descriptions on issue forms with ScriptRunenr for Jira Cloud like you can do with the server version of ScriptRunner.
This is due to the fact that the cloud version of Jira does not have the same API's that the server version of Jira has and you can see a full list of differences between the cloud and server versions of the plugins here.
This means that you will be unable to achieve this requirement with ScriptRunenr for Jira Cloud but we do have a feature request for behaviors in Jira Cloud located here which you will be able to follow to see if this feature is added into the plugin in the future.
