I'm looking at sprucing up our customer portal. The idea will be that when users when they load up the portal, they will be given several options to choose from like below:
I want to be able to create a form that displays text depending on the dropdown option they have selected.
E.g.
When "Don't know how to connect to VPN" is selected it would just paste a URL with a guide on how to connect or if selecting "Error connecting to VPN" it displays some giving some basic advice to try first (such as restarting computer).
This is to avoid users having to log tickets when basic troubleshooting steps or guides accomplish what they need.
Is there a way to accomplish this in a simple manner?

Hi Daniel,
This is absolutely possible with Forms in Jira Service Management. You can create conditional sections with Forms. After the drop down menu, create conditional sections that appear based on whatever was entered. You can then enter in text or an info panel that will be visible based on that response.
I got this working on my instance, so I can confirm that it is possible.

I forgot that I would also like to know whether I can have different dropdown options show up depending on what they have selected in a previous dropdown.
E.g.
The form originally displays:
"Did you get a new phone" dropdown with answers Yes/no. That is all they see at this stage.
If they then select Yes
A new dropdown pops up saying "Do you have still old phone" (Yes/No).
Otherwise if they select No
a different dropdown pops up asking further questions.
Is there anything built into Jira for that?

For your case, use Form Logic. So, you need to create a when/then rule with a dropdown and text field.
