We have a on prem enviroment of JSM and wanted to know if i can take advantage of jira call routing to help out with calls coming into our service desk

If you're referring to Opsgenie integration for incoming call routing, there are some feature differences depending on your plan. You may need to look into https://support.atlassian.com/opsgenie/docs/integrate-opsgenie-with-jira-service-management/#Integration-via-OEC--for-On-Premise-Jira-Service-Management-Usage- to configure OEC (Opsgenie Edge Connector) integration with your data center installation.
