Can not invite user due to error of "being deactivated",but never invited the user before, and the user does not exist in user management and customer
Welcome to the community. Have you check "gear icon" - Settings as the system admin >> User management UI, then search for the specific account. Once it is found, then you can manually delete the account. If you are not the system admins, then you need to contact your system admin team for assistance.
If you are, then you may want to contact Atlassian Support (https://support.atlassian.com) for their assistance further.

I just tested to invite another accout---success.
Seems only this special account have this issue right now.
