Can the Jira service management be integrated with a company web site so the clients can log into our company web portal and open a case and submit it online
They can track the progress as it is updated

Have you tried using Forms to get the required data from the customers visiting your portal?

Other than this, I would suggest adding a hyperlink or redirection to the portal from your website, so that the users can login to the portal via that link and track cases in the JSM Portal UI directly.
