Unfortunately, this functionality is not available for the time-being. We have a feature request reported for it: JRACLOUD-40049 Allow translation of custom field options. This is already under consideration, so hopefully we see it released soon!
We recommend that you hit the Vote for this issue button, watch the ticket for future updates, and leave a comment to convey the impacts you experience to our product team.

Can I ask you why the Translation for Jira Service Management app wasn't ok for you? I'm working with the team that's developing it and we'd really appreciate the feedback. Maybe there's something we can improve or help you with? :)

you can translate options in custom fields for JSM but when you use Forms options won't be translated

So you can translate a form and the options if you use no linked Jira Field, as stated by yourself these can't be translated.

They can, but only if you don't link a form field to a Jira field.

You can translated custom fields on forms using the documentation below, unless the fields are locked then you can't translate them.
