Essentially wondering this because I want to do a power automate flow based off of a bookings page. That way when an appointment is booked then it will create a ticket in Jira for us. Would there be any additional costs as well?

You can set up a configuration to create issues and comments from email in Jira (Work Management, Software) not using a JSM project. Although it might not exactly match what you're looking for.
