Is it possible to hide certain fields when creating issues as an agent? For example I'd like to hide the department field so that the agent doesn't have to fill in that field.

Hello @Harry Bob Ideally, there are 3 views - Create, edit and view..
But I don't think you can show/hide a view based on a logged in user, until you write in a custom script for the same.
I would suggest to guide and coach your agents and inform them to not populate the same.
