Hello,
a few days ago I started noticing an issue with Jira Service project where if someone (an agent or another client) creates a ticket on someone's behalf that someone as the Reporter is denied access but receives all the email notifications.
In the past, it was standard for me as project lead to create support tickets on behalf of other users but I can't do that anymore. The ticket has to be with me as the reporter and the client as Requested Participant...
Did anyone come across this as well?

I´d suggest to check the permission scheme. There might be some changes... check permissions: Browse project and Change reporter

reporters who'd created their own tickets or have been added as Requested Participants can access them without an issue.
however, I can't locate 'Change Reporter' in the permissions for this service project or any other project that we have... where should I look, where should it be?

Hi, in cloud I see it here in the permission scheme:
server should look similar. Try ctrl+F and type name of the permission or a part of it, there are many.... You should also find a change on that project - change of permission scheme in audit log, I think. If somebody switched the schemes...
