'Create' option between tickets on backlog is missing from my board

Hi @juan_inzunza and welcome to the Atlassian Community!

I've been performing a few tests on my site, and indeed, the button only seems to appear in team-managed projects, which are a bit different than company-managed ones.

If you have a team-managed project, you should see the create option. 

However, company-managed projects do not exhibit the same behavior.

You can create a work item anywhere in your Backlog list. Hover between two work items and select Create work item to create a work item where you want it to sit in your backlog and avoid manually reordering it.
