I've had marginal success in setting up "templated" Jira issues in my Service Management project using custom HTML links, however cannot get certain fields to populate (such as user picker fields and the description) using the HTML method outlined here. Is there something I'm missing, or are other users experiencing these same issues?

Can you please provide some more details on specifically which user picker fields you are facing problem.
I tried this URL which works correctly and populates participants and approvers.
<<JIRA_URL>>/secure/CreateIssueDetails!init.jspa?pid=10218&issuetype=10001&summary=Link test&customfield_10100=Customer&customfield_10100=admin&customfield_10600=Customer&customfield_10600=admin
Note you will need to get correct custom field ids and replace below.
