The customer portal filters that users see for their generated tickets need to be improved or further customized. Is there a plugin that allows this or a way to do it? It is not possible natively.

Unfortunately, you cannot configure a default view or filter as you described. However, there is a feature request on the Atlassian public issue tracker, where you can vote and add yourself as a watcher to receive notifications.

There are apps you can use to add columns to the request list and also enhance the filters.
You can check our app Advanced Portal Reports which will let you show your customers on the portal a table report with any detail about their tickets from Jira, enhanced filtering, search options and export.
