Does anyone know how to change the order of the automatic active tab when you hit the ‘Customer response required’ button? Currently, the active tab is 'Add internal comment', which does not make sense. The logical option would be 'Answer customer'. Can we do this ourselves, or should we suggest this change to Atlassian developers for Jira Cloud users?

you can choose the default tab for transition screen.
Open Admin Section -> Product -> JSM Configuration
This should resolve your issue.
