in order to customize email for agents, you need to take a look to project notification scheme https://confluence.atlassian.com/adminjiraserver/creating-a-notification-scheme-938847330.html#:~:text=Jira%20applications%20can%20generate%20email,events%20with%20particular%20email%20recipients.
You can also add specific events, add them to workflow transitions and use them in the notification scheme.

You can use jira automation. Use a trigger such as Issue created and then use an action send email. You may need a dl to notify all agents.
