Disable customer notifications for a single user when "participant"

It seems I can't find the solution to this. A user customer which is using a specific project in customer portal, asked to me disable all notifications when his user is addes as a "participant". Therefore, only leave notifications for his user only when he is the reporter.

I know there is the possibility in the portal request to turno off notifications, but he should always turn it off for every ticket and this is not what I want. 

Moreover, in the notification scheme you can only add groups, users etc but there is no way to put like: notify "all watcher" except X user or...like the auomtation WHEN x user IS a participant then DO NOT notify...

Do you have any suggestion? 

Basically in every service desk project, there is a customer user which is either the project manager of the client o in general, the person in charge to overview the jira tickets. 
It means that this person or persons have to be able to have access to all the tickets. The only way is for them to be put as participants with the single user or as an organization like "management" which through an automation is added in every ticket created. 

These people sometimes ask me to sable notifications when they are participants, because the do not car eto receive all notifications for these tickets, they simply want to have full acces to them once the y check them in the portal.

Which make sense, but I don't find a way, because the notification scheme includes all watchers and mabe there is some other different people or organizations put as watchjers that do actually want to receive notifications...
