Do not have enough privileges to prompt this user to reset their password

I am Jira admin, but I cannot prompt a user to reset their password, any idea?

Hi,

I would like to know the user that you are trying to prompt password reset - is this person tagged as "Org & Site Admin"?

If so, I tested it on my end and I am getting the same prompt and message when I try and go in and prompt the user to reset the password.

Who is the user (role) that you are asking to reset the password?
